U.S.  The Argonne National Laboratory of the Department of Energy (DOE) has contributed critical tools and expertise to the new federal initiative, which helps states build electric vehicle (EV) charging stations nationwide fairly and equitably.

Argonne is supporting the National Electric Vehicle Infrastructure (NEVI) Formula Program, which distributes $ 5 billion to states to create a network of public electric vehicle charging stations.  The network is expected to cover 500,000 stations by the end of the decade.

The NEVI program is part of the Infrastructure Investment and Employment Act, which provides up to $ 7.5 billion to the National Electric Vehicle Charging Network.  The network aims to target corridors and communities by filling gaps in rural, inconvenient and difficult to reach places.  The goal is to give all residents access to electric vehicle charging.

States seeking funding under the NEVI Formula Program must combine their plans with the Justice 40 Initiative, which is the 2021 standard, which targets 40% of federal benefits flowing to disadvantaged communities, including funding for clean transportation.

Argonne’s interactive Electric Vehicle Charging Justice40 map helps EV charging planners align their efforts with Just40 goals.  The multilayer map displays disadvantaged communities, designated electric vehicle corridors, public speed charging stations (non-Tesla) and power substations.

The Justice 40 map was developed by Zhou and Jim Kiper, Argonne Chief Geospatial Engineer.  U.S.  The Department of Transportation (DOT) has included a map in its recently published NEVI program guidance.  The guide used existing, publicly available data sets to define disadvantaged communities.  Details can be found on Aragon’s Electric Vehicle Charging Equity Considerations webpage.

The Justice 40 Map is part of the newly created Energy and Transportation Joint Office of Technical Assistance Resources, a DOE / DOT office dedicated to ensuring that the National Public Charging Network provides convenient charging for all.  The Joint Office website includes guidelines for existing charging infrastructure, network and environmental data developed by federal laboratories and state and federal agencies, and tools for understanding equity and climate considerations.

TELA and EZMT

Along with the Justice 40 map, Argonne scientists have developed two other applications – Transportation Energy Load Analysis and Energy Zones Mapping Tool (EZMT) – which are part of the Resource Suite.

Low-income families spend more of their income on transportation than high-income families.  Analysis of Aragon’s transport energy load helps identify areas where the home’s transport load is particularly high and addresses clean, equal solutions.

Kuiper organises Argon’s Energy Zones Mapping Tool, which helps users identify potential energy resource areas and energy corridors in the US and find suitable locations for a new electric automobile infrastructure with an emphasis on power and environmental justice. The modelling approach is flexible in EZMT and users can investigate their own specific strategies for infrastructure planning.

Argonne’s commitment to improve, expand and integrate its equipment enhances its contributions to the domain of energy and environmental justice.  DOE used Argonne’s transport energy load analysis to identify disadvantaged communities;  That information is in turn imported into EZMT;  Finally, data from EZMT is integrated into the Just40 map.

Argon’s tools provide critical information to a wide range of stakeholders who are invited to provide input on building a national network of electric vehicle chargers.  The Joint Office is collecting input and guidance from industry leaders, manufacturers, workers and other stakeholders in planning a convenient, reliable public charging network.
